Many apartment communities have rules regarding where you can attach your dish. Most apartment homes will not let you attach it to the roof. And even if they did, that would mean you would be forced to lease an apartment unit on the top floor. Some apartment communities will allow you to attach it to the patio or balcony. However, many apartment homes today are built without the previous two items. So now you must rent an apartment community that has a clear line of site to the southern sky, has a patio or balcony, and allows you to attach your dish to that balcony or patio.
