Many apartment communities have contracts with specific cable companies. This will restrict your options greatly. Apartments probably get some incentive from the cable company they enter into a contract with. They understand that the renters will only have one option for cable service. The apartment homes know the cable companies will lose revenue if they allow renters to install dishes on the premises. So the apartment complexes simply make a rule that dishes cannot be installed on the premises.
