Manhattan rents seem to be increasing by the day yet many places in the outer boroughs are overlooked. Check out up and coming neighborhoods in Brooklyn, Queens and even the Bronx. Despite the image they are portrayed in the movies there are charming, safe neighborhoods in many parts of these boroughs.
